ESSENTIAL DUTIES AND RESPONSIBILITIES • Provides project management assistance to the WGFP project manager. • Inspects work for compliance with the Contract Documents. Project includes quarry operations, rockfill dams, tunneling, and large diameter pipelines and valves. • Works with the third-party Construction Management and Engineering firms to administer the Contract Documents. • Performs Owner's (Northern Water) tasks as outlined in the Contract Documents. • Reviews daily, weekly, and monthly progress reports for accuracy. • Organizes meetings and maintain action item lists. • Reviews the quality control and quality assurance programs. • Analyzes and tracks project progress using project scheduling software. • Processes Requests for Information (RFIs), substitution requests and submittals. • Processes Non-conformance reports and document resolution. • Support Dispute Resolution. • Performs shop inspections, witness factory acceptance tests and witness delivery of materials and equipment, such as, gate fabrication, pipes, valves, etc. • Assists with project document control. • Reviews and processes change orders for the contractor, engineer, and construction manager. • Supports development of a Standard Operating Practice (SOP). • Supports project commissioning. • Acts as a public relations agent and conduct site tours. • Coordinates with regulatory agencies and supports Environmental Compliance. • Coordinates contracting with the Northern Water Contracts Department. • Assists with East Troublesome Fire Recovery efforts. OTHER DUTIES AND RESPONSIBILITIES • Presents occasional progress reports to the Board of Directors and management. • Assists in the project management for other projects. • Other duties as assigned. EDUCATION AND EXPERIENCE REQUIREMENTS Education • Degree in Civil Engineering. • Project Management training is highly desirable. Experience • Minimum 5 years' experience in the engineering, management and oversite of water related construction projects including dams, hydraulic structures, pipelines, and tunnels. • Experience with earthen dam or other heavy civil construction, highly desireable. LICENSE, CERTIFICATE AND CREDENTIAL REQUIREMENTS • Colorado Professional Engineering License • Valid driver’s license KNOWLEDGE, SKILLS AND ABILITIES Knowledge • Project management and engineering principles. • Construction administration knowledge is desirable. Skills • Good oral and written communication skills. • Use various software packages (Excel, Word, Microsoft Project, etc.). • Should have a firm background in the planning and construction of water-related projects. • Adept in budgeting and expenditure tracking of projects. • Profficient in project scheduling and project tracking software(s). • Excellent project management skills. • Excellent interpersonal relation skills. Abilities • Read and interpret construction drawings and specifications. • Thoughtfully plan, organize, and implement specifications. • Meet with stakeholders including property owners, citizens, state, and local government representatives. PHYSICAL REQUIREMENTS • Walking and climbing stairs daily. • Sustained operation of keyboard devices. • Prolonged sitting, standing, and walking in performance of daily activities. • Use safety devices/equipment including but not limited to hard hats, glasses, dust masks, steel-toed shoes,. Observe all safety policies, clearance rules and regulations. • Stand, walk and balance on concrete, blacktop, catwalks, uneven surfaces, scaffolding platforms, steep slopes, etc. • Enter confined spaces using proper safety procedures. • Work in or around buildings, shops, warehouses, reservoirs, pumping plants, canals, and other water infrastructure that are accessed on improved or unimproved roads in a variety of weather conditions such as temperatures greater than 100 degrees F and/or temperatures less than 0 degrees F. • Work in environments that may contain various types of dust, pollens and may subject to loud noises. • Must be able to meet the physical requirements of a post job offer physical examination.
