Our Passenger & Public Safety Office (Bus) within the Safety Division in seeking a Senior Safety Officer to supervise the administration of the safety program and monitors ongoing alignment with legal and regulatory requirements and the Metrolinx Safety Management System (SMS).
What will I be doing?
Implements safety management programs to eliminate hazards, mitigate risk, and align with the Metrolinx Safety Management Systems; implements corrective action plans to ensure non-compliance issues are addressed appropriately
Reviews incident investigations reports completed by Safety Officers; tracks and analyzes accident and injury trends to identify areas for improvement and development, and recommend intervention strategies that enhance safety awareness and reduce accidents; prepares safety performance reports for management review
Leads and performs safety assurance audits and inspections of the work of business units and external contractors to identify safety hazards associated with the work performed
Leads and coordinates the continual development of safety initiatives with applicable internal/external resources
Leads and coordinates with a variety of internal departments to establish annual safety objectives and performance indicators; coordinates with management to develop safety goals, objectives, safety initiatives, and actions plans
Liaises with external contractors and safety representatives, and reviews contracts and safety management plans for adherence with safety programs; provides recommendations to meet Metrolinx’ safety requirements
Leads and performs risk assessments to eliminate or reduce hazardous effects on the public, passengers and employees; validates corrective actions plans; works with business units on the implementation of corrective action plans.
Reports on and investigates critical incidents and those with high-risk potential; investigates or provides close-out of investigations performed by external contractors; coordinates or facilitates complex investigations
Collaborates and liaises with external stakeholders, including other transit agencies, and the Ministry of Transportation (MTO)
Liaises and works collaboratively with the broader safety division and business units with respect to hazard identification and control, contractor monitoring, regulatory requirements, accident investigation, and notifications to external authorities
Provides direction and active leadership, participates in various meetings, and represents the passenger and public safety group at conferences, committees, presentations, and other events
Interfaces with external public agencies, associations, and affiliated groups to stay apprised of industry trends, regulations, and technologies
Liaises with external contractors to establish and approve deliverables; monitors contractor compliance with timelines and budget constraints, and monitors adherence to contractual agreements
Provides direct supervision and technical expertise to contractors and/or Safety Officers in the execution of their role or mitigation of safety risks; assists with staff training and mentoring; and conducts performance assessments for review by the Manager
Leads the development and implements safety related programs and practices throughout the department; trains internal staff, and audits contractor safety
What skills & qualifications do I need?
Completion of a degree in safety or related discipline – or a combination of education, training and experience deemed equivalent
Minimum six (6) years’ experience developing, coordinating, and monitoring safety programs and activities
Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) designation is an asset
Knowledge of the interpretation and application of legislative and regulatory requirements including best practices, procedures, and processes governing occupational health and safety, road transportation and/or rail transportation (e.g. Highway Traffic Act, Railway Safety Act, Occupational Health & Safety Act)
Ability to assess, prioritize, and respond to manage emergency situations
Knowledge of transit operations, property management, and facility operations to contribute to the identification and mitigation of potential safety risks and disruptions to operations
Analytical and problem solving skills to examine incidents and problems, detect root causes, and resolve issues
Interpersonal, communication, and negotiation skills to lead consultations and negotiate/resolve issues
Interpersonal, public relations, and oral/written/presentation communication skills to represent Metrolinx with a range of internal and external stakeholders, partners, and contractors, and to prepare safety plans, reports, briefing documents, and policy/procedure recommendations
A valid Ontario Class "G" driver's license is required
Unusual Working Conditions:
May be required to work evenings and/or weekends on a call-in during emergencies and to conduct accident investigations
Works outdoors at locations throughout the Metrolinx network, in all types of weather conditions and at all times of the day or night
Frequent exposure to properly controlled hazards (e.g. train movements, vehicle movements, designated substances, fumes, and flammable / combustible agents); required to wear / use personal protective equipment (e.g. hard hats, hearing protection, protective eyewear, protective clothing, fall protection, respirators, and protective footwear)
