The Public Services Department is dedicated to delivering vital services through efficient utilization and allocation of resources to provide the Costa Mesa Community with opportunities to enjoy an unsurpassed quality of life. The Department provides effective and efficient public services including maintenance of City parks and facilities, promotion of conservation and preservation of natural resources, and supporting economic vitality through the upgrade and maintenance of the City’s infrastructure. The Department provides services related to engineering, transportation, park and city facilities maintenance, water quality, waste management and recycling, and will be advancing the City’s environmental conservation, energy and sustainability programs.
Under direction of the Public Services Director, the City Engineer is responsible for all the functions and activities of the Engineering Division by performing professional and administrative engineering work, and assisting in planning, organizing, budgeting, directing staff and implementation of the City’s Capital Improvement Program. Reviews and approves designs, plans, and specifications prepared by division and consulting engineers. Interacts with the public, other governmental agency officials, contractors, and consulting engineers. Also may act in the absence of the Public Services Director.
THE IDEAL CANDIDATE
The ideal City Engineer will be a seasoned leader with a proven track record of effective team management. He/she will be driven to provide exceptional services to the citizens and will effectively manage employees by inspiring, mentoring, goal setting and assessing performance. The successful individual will also be experienced and able to find innovative and effective solutions to address the variety of projects and initiatives. Experience, Education & Training Graduation from an accredited four-year college or university with major course work in Civil Engineering. A Master’s degree in Public Administration, Business Administration, or a related field is highly desirable. Must have five (5) years of progressively responsible professional experience in the field of engineering, including three (3) years supervisory/management experience in a municipal agency. A valid State of California Professional Engineer (Civil) license is required.

The new City Engineer must have experience in a fast paced and dynamic government environment, have the technical experience to bring projects to completion and have demonstrated a desire to build a thriving community through innovation in public works, fiscal responsibility and environmental consciousness. The individual will have experience administering large capital improvement budgets. He/She must be an excellent communicator with proper political acumen, possess the ability to build solid relationships with internal and external stakeholders and must have a collaborative leadership style and commitment to mentoring and developing staff. Additional Salary Information: The City also offers an attractive benefits package including: Retirement – Employees contribute 10.00% of their salary on a pre-tax basis towards the 2% @ 60 (Classic Members) or 9% towards the 2% @ 62 (New Members under PEPRA) CALPERS retirement formula (depending on eligibility). Health Insurance – City pays full contribution toward employee and family medical, dental and long-term disability (LTD) insurance within a flexible benefits plan. The flexible benefit contribution for 2020 is $2170 per month. Life Insurance – City provides $50,000 term life insurance policy. Supplemental life, short-term disability and/or cancer insurance are available. AD&D Insurance – City provides a $50,000 accidental death and dismemberment insurance policy. Deferred Compensation – In addition to a voluntary 457 deferred compensation plan, the City offers a 401(a) deferred compensation plan through ICMA, with a City match of 0.5%. Executive Leave – 40 hours per year; 60 additional hours are available upon approval of the City Manager. Holidays – Twelve (12) paid holidays per year, including sixteen (16) floating holiday hours. Sick Leave – Twelve (12) days per year. Vacation – Accrued in accordance with tenure ranging from 11.5 days per year (upon hire) to 26.5 days per year. Technology Allowance – This position is eligible for a monthly technology allowance of $75. Professional Development – Up to $1,000 annually for professional development.
