ENSCO Inc. is a leading supplier of cutting-edge railway track measurement and imaging systems that are used to inspect railroad track to ensure safety and efficient operations. ENSCO’s Applied Technology & Engineering (ATE) division has an immediate need for a Technical Manager (TM) to support its Automated Track Inspection Program (ATIP). Under ATIP, ENSCO operates and maintains a fleet of rail cars for the Federal Railroad Administration. These cars employ ENSCO’s systems to assess the condition of the nation’s railroad network and ensure compliance with applicable track safety standards.
The Technical Manager is responsible for oversight of all aspects of the data collection, analysis, reporting, and storage systems employed in the program. These aspects include design, fabrication, testing, installation, maintenance, and upgrade of onboard measurement equipment and office data management systems; configuration and documentation control; operator training and technical support; compliance with applicable federal IT security controls; ad hoc data analysis and reporting; and management of special projects; and creation of procedures.
The Technical Manager routinely interfaces with ATE division engineering and production personnel and ATIP operations, maintenance, quality assurance, and administrative personnel in the fulfillment of these responsibilities. The TM supervises dedicated ATIP technical support personnel and reports to the program manager. Hands-on field work requiring approximately 25% travel to railroad sites throughout the U.S. is expected.
The ideal candidate will also possesses experience in the rail industry.
This position can work out of Springfield, VA, Chambersburg, PA or Charlottesville, VA office.
Qualifications Required (Skills)
Bachelor’s Degree in Electrical Engineering, Mechanical Engineering or equivalent with 7 years of systems engineering experience, with exposure to the electrical, mechanical, software, and/or signal processing aspects of complex hardware/software systems.
The candidate should be a self-starter with demonstrated experience identifying and resolving technical, procedural, and organizational challenges to accomplish high-level objectives using a combination of technical and soft skills.
Project management skills, including: requirements definition, financial management, scheduling, leading technical teams, customer relations, and compliance with contractual provisions are necessary.
Proven work experience in troubleshooting systems comprised of electrical, mechanical, and software components.
Previous experience with data collection systems.
Ability to work independently and be self-motivated.
Excellent time management skills with the ability to balance competing priorities in a fast-paced environment.
Proven track record of leadership skills including supervision of employees.
Excellent interpersonal skills including working in team environments.
Good written and oral communications skills.
Physical and Legal Requirements
Ability and willingness to occasionally work on the exterior of railway cars, including climbing a ladder up to 15 feet high.
Ability and willingness to travel approximately 25% of the time in the US for periods up to 3 weeks.
Passing a Federal pre-employment drug test is a condition prior to performing duties on this contract. Undergoing and passing random drug and alcohol testing is a condition while performing duties on this contract.
The selected candidate will be required to submit to fingerprinting and additional background investigations relating to this position.
Railroad regulations require that the selected candidate must pass an e-RAILSAFE security background check and online safety tests to work on railroad properties.
Wearing safety equipment (hardhat, steel-toe boots, protective vest and protective eye glasses) when working on railroad properties is also a requirement. ENSCO will provide all necessary safety equipment.
Experience with railroad inspection and measurement systems and/or railroad maintenance.
Quality Program exposure/experience (ISO 9001, 17025)
Safety Program experience (Railroad, OSHA, specialized)
Experience with document management and/or configuration control software.
Experience with QNX, Linux, and Windows operating systems.
Experience implementing federal IT security controls as outlined in NIST SP 800-53.
Experience with inertial and optical sensors.
Experience with OrCAD schematic capture software.
Experience with AutoCAD or AutoCAD Electrical.
