The Executive Director performs administrative duties required to coordinate Authority activities and provides direction to employees and consultants. Executive Director plans, coordinates and directs the work of Authority employees and consultants through the delegation of authority and responsibility to employees. Executive Director actively participates in matters of importance before the Board of Directors, provides relevant information and recommends and implements policies required for public interest. Executive Director represents the Authority in a variety of meetings and public functions to include briefings and meetings with elected and appointed officials, civic and community service organizations, volunteer groups, state and federal agencies, and others. Job duties include the interpretation, evaluation and implementation of policy for subordinates, the resolution of conflicts and the exercise of broad coordination over assigned Authority operation. Extensive independent judgment and initiative are required in carrying out of duties and assigned responsibilities.
Salary is dependent on qualifications and experience. Position will remain open until filled.

A Bachelor of Science in Civil Engineering from an Accredited University with registration as a Professional Engineer is preferred. (If Executive Director is a Professional Engineer, he or she must be registered in the State of Texas within 6 months of employment date.) Alternatively, a Bachelor’s Degree in Business Administration, Public Administration or Finance. A Master’s degree is highly desirable.
Job Requires a minimum of 10 years of full-time paid, progressive, professional employment in project management. Local-level or State Government experience is highly desired, with practical experience in a wide range of civil engineering projects, and managerial decision-making experience. Experience should include direct supervision of other professional disciplines.
Certified in Texas Department of Transportation Local Government Project Procedures (which must be accomplished within 6 months of employment date).
Job requires a valid Texas Class C Driver’s License (which must be accomplished within 6 months of employment date).
Must have working knowledge of RMA policies, procedures, legislation, and various codes and laws affecting the implementation of RMA projects and programs, including a working knowledge of TxDOT policies, procedures, and statutes; and FHWA/USDOT policies, procedures, and statutes.
