The Engineering Contracts Manager works in CDOT's Engineering Contracts Unit. The Unit provides professional services, intergovernmental agreement support, and construction contracting services to the Department. The Unit is also responsible for providing training and all necessary support to industry partners and CDOT contract administrators and staff on contracting processes.
The Engineering Contracts Manager supervises nine direct reports and serves as second-level supervisor to six employees. This position is the owner of the contracting processes for professional services, highway construction contracts, innovative contracts, intergovernmental agreements (IGAs), and audit of new employees and selection. This position also provides training, support, and quality assurance for the contracting process. The Engineering Contracts Manager is responsible for the development and implementation of strategic and CDOT-wide contracting programs that address management's objectives and unique situations.
•Oversees the development and implementation of procedures for bidding and contracting for professional services based on interpretation and analysis of state and federal regulations, knowledge of industry practices, and experience with current practices.
•Conducts special analyses and provides reports as required by management to resolve issues pertaining to the selection process and outcomes.
•Acts as lead negotiator on contract fee negotiations and ensures fair and reasonable pricing
•Develops and implements agency-wide changes in producing new construction management program contracts,including developing strategies and contracting templates, researching to determine if the strategies are compliant with applicable procurement statutes, developing guidelines and procedures, and allocating staff resources to fulfill objectives.
•Manages on-going program activities and day to day operations, including analyzing and assigning contracting tasks to staff; personnel management such as performance planning and measurement, career mentoring and guidance; disciplinary actions; hiring of staff, interviewing applicants and recommending hire, promotion or transfer as well as approving timesheets and leave requests.
•Trains and mentors supervisory staff.
•Regularly evaluates resource needs based on work-load and develops temporary resource proposals, including budget needs, and provides to the Branch Manager for approval and execution.
•Provides training, support and quality assurance for the contracting process to consultants, contractors, and CDOT staff statewide.
•Oversees the implementation and updating of processes associated with existing software,identifying needs and opportunities for improvements based on knowledge of existing requirements.
•Tests and evaluates process changes and makes decisions on what course to take in implementing system improvements.
•Responsible for quality assurance reviews for all contracting issues.
•Oversees the advancement of construction projects from contractor pre-qualification to the advertisement phase through Notice to Proceed, including: advertisement for bids, receiving, opening and review of bids, administration of the award process, writing of the contracts and bonds, issuance of the Notice to Proceed, writing securities in lieu of retention agreements, updating the website for project related activities and concurring on award of local agency projects.
•Provides expertise to CDOT in the Construction Bidding Process.
•Conducts special analyses and reports as required by management to resolve issues pertaining to the bidding process and outcomes.
•Oversees the advancement of intergovernmental agreements (IGAs) including drafting and routing documents, and finalizing agreements.
•Provides expertise to CDOT on the intergovernmental agreements (IGA) process.
•Conducts special analyses and reports as required by management to resolve issues pertaining to the IGA process and outcomes
•Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
•Periodic travel required during work hours throughout Metro Denver/Front Range
•Occasional overnight travel 1-5 times a year throughout Colorado
•Required to operate CDOT vehicles
The Exceptional Applicant will be an experienced Contracts professional and will possess the proven ability or accomplishment in the following:
•Demonstrated success with the duties listed in the Description of the Job section;
•Highest work/personal ethics and integrity;
•Comprehensive knowledge and experience reviewing and monitoring contracts for legal compliance;
•Comprehensive knowledge and experience drafting contract provisions, contract modification documents and executing contracts;
•Comprehensive knowledge and experience with generally accepted accounting principles, contract best practices, procurement rules, Colorado State fiscal rules and federal rules and regulations;
•Experience with engineering contracts, intergovernmental agreements, and contracting process for construction projects;
•Excellent written and verbal communication skills, including facilitation and presentation skills;
•Strong leadership, supervisory, performance management and team building skills;
•Experience providing training;
•Ability to promote team work, pride, trust, and group identity within the work unit;
•Strong attention to technical detail and accuracy;
•Ability to partner with professionals, staff, consultants and other governmental staff, with sensitivity to their needs and priorities;

•Must have a Bachelor's degree in Business Administration, Accounting, Law, Engineering, or a closely related field
•AND at least five (5) years of full-time professional work experience in professional contract experience. Professional Contract experience MUST have included: reviewing qualifications of work, writing new contracts and modification documents, negotiating contracts, and processing a high volume of contract documents through an established process
•A current valid driver's license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position.
