The Portland Water Bureau (PWB) serves more than 900,000 retail and wholesale customers, almost a quarter of Oregon's population. The PWB, Engineering Services Group (ESG) is responsible for planning, design and constructing the bureau's capital improvement, developer and interagency projects using in-house and a variety of contracting methods. The ESG has two vacancies and is seeking to fill those positions. The Principal Engineer in the ESG is responsible for the planning, organization, integration and direction of all activities within a specific division of the ESG. The position has direct responsibility for the section including budget estimating and control, program implementation, staff resource allocation, work evaluation, and implementation of strategies to achieve ESG's mission, goals and performance measures. Responsibilities include meeting key performance measures, assisting in coordination of bureau and group projects with other bureaus, agencies and affected jurisdictions, and providing input to operational and capital improvement plans. A key component of the position is to direct and evaluate the performance of assigned managers, supervisors and staff.
The Principal Engineer is responsible for overseeing one of the divisions in ESG. There are five divisions each with roughly 20 to 30 employees and are divided into Planning, Design, Construction, Technical Services and Special Projects. Positions are rotated periodically so that each Principal may oversee each Division in their career. Each Principal Engineer is responsible for overseeing the staff including developing program budgets and performance metrics; directly managing large water infrastructure projects that require higher technical, communication and political awareness; and assisting the Chief Engineer in setting policy, guidance and direction within the ESG to meet the bureau's strategic goals.
This Principal Engineer participates in and may chair various professional and project committees; represents ESG on a variety of bureau-wide and city-wide programs; fills in for the Chief Engineer as needed, and is an emergency responder. PWB encourages applications from candidates with knowledge, ability and experience working with a broad range of individuals and communities with diverse racial, ethnic and socio-economic backgrounds. Although not required, PWB also encourages candidates that can fluently speak another language to include that information in their resume.

Bachelors of Science degree from an accredited college or university in engineering. At least ten (10) years progressively responsible experience in professional engineering including three (3) years' experience at a supervising engineer level.
The following minimum qualifications are required for this position.
1. Knowledge and experience applying engineering management, planning, design, construction and operational principles, practices, materials, costs, construction techniques, project management, construction management, current trends, regulations, standards and equipment applicable to engineering, specifically with respect to municipal (or public) water systems. 2. Ability and experience directing and reviewing the preparation and interpretation of engineering plans, specifications, codes, regulations, and complex technical documents. 3. Knowledge and experience applying safety and environmental regulations, laws and practices governing operational activities and related potential employee, citizen and environmental effects and their mitigation. 4. Knowledge and experience with budget, personnel, cost control and administrative practices and policies. 5. Ability and experience managing, directing and controlling the activities of subordinate manager and supervisor efforts to plan, assign, supervise and coordinate the work of field, professional and technical subordinates. 6. Ability and experience directing the application of federal, state and city laws, codes, standards and specifications applicable to municipal (or public) water systems. 7. Ability and experience communicating scientific and technical matters to non-technical individuals, including policy makers, regulatory agencies and city managers. This includes having the skill to establish and maintain effective working relationships with a diverse workforce and community.
