SUMMARY OF DUTIES: The Deputy Chief Engineer Track is responsible for all Engineering functions of the Track Department system-wide to include design, standards, planning, estimating, scheduling, construction and maintenance of track. Additionally, the DCE Track has responsibility to ensure that all procedures relative to track construction and maintenance are safe and secure. Overall responsibility for the development, implementation, continuous improvement, and maintenance of Standards, Engineering Practices and guidelines to be used by all Track Department personnel for new construction.
Overall responsibility for the maintenance and operation of all Track Department equipment, vehicles, rail system and interlocking conditions on the entire Amtrak system. Directs the maintenance, evaluation and updating of all technical manuals, practices and procedures based on changes in federal regulations, industry recommendations and past experiences to meet or exceed all legal requirements and to ensure high performance.
Reports conditions requiring major improvements to the Chief Engineer and Capital Planning to integrate this work in the program approval process.
Additionally, the DCE Track is a member of the Engineering Leadership team and has responsibility for setting and guiding the culture of engineering to be best in class in technical, production and human relations matters. This includes leading the development of the track and engineering department employees in order to ensure sustainable succession of resources. DCE Track is responsible to promote continuous improvement in all Track related matters
Deputy Chief Engineer - 90001402 - Philadelphia
Directs engineering matters with federal and state agencies, other railroads and commuter agencies, engineering contractors, bargaining units and professional, industry and trade organizations.
Directs design and plan reviews, design for new or modified track construction, field surveying layouts and geo-technical functions.
Directs, develops and administers engineering responsibilities related to track design, maintenance and construction standards.
Directs and/or supports all major track production projects including all aspects of project management for system track construction projects.
Directs Track Geometry Car testing and monitoring, rail testing programs, rail welding standards and training, maintenance trend analysis, weed spray programs, capital rail grinding programs and field track inspections.
Directs planning, scheduling and estimating of all system track construction programs and plans jointly with divisions for track usage, project estimates/work, track program work, capital maintenance work and estimates/bids on third party contracts.
Responsible for all aspects of track capital program planning, development and reporting, financial forecasting, procurement/materials management, budgeting, cost management, and labor relations and conflict management. Oversees track audits and inspections to ensure compliance with Amtrak, Federal, State and local requirements including reporting and follow-up.
Responsible for ensuring inspections are documented properly and available for review by the FRA.
Responsible for all aspects of track safety and safety assurance relative to the design, construction and maintenance of track and track components including safety leadership, safety plans and day-to-day safety management.
Directs the Track Department’s initiative for the improvement in quality assurance and quality control procedures used during design, construction and maintenance.
Oversees all aspects of in-sourcing system track engineering for profit contract work including preparation of bids and estimates and interface with Amtrak Law and Business Development.
Responsible for all aspects of repair, procurement, specifications and day-to-day services for Amtrak’s work equipment fleet including operated Amtrak system major equipment overhaul shop.
Engineering Leadership team member responsible for assisting in guiding the engineering department towards best in class safety, standards, performance, maintenance, and Amtrak asset stewardship. Metrics will include FRA safety incident, behavioral bases safety metrics and exceeding goals for Operative Rule Violations.
Responsible for human capital matters in Track Department including but not limited to performance employee evaluations, employee development, employee training, succession planning and workforce planning
Extensive railroad track work experience including extensive supervisory experience
Minimum 15 years of experience and minimum 10 years of progressive supervisory experience progressive scope to allow adaption to Amtrak’s scope.
Extensive experience in senior management, project management and inventory management; technical design and technical supervision; planning, organizing and scheduling; budget and finance; contracts management, field production methods; agency coordination and railroad maintenance, construction methods, operations and procedures
Extensive skills in advanced leadership and management; effective writing and presentations; conducting meetings and interviews; interpersonal communications; time management; conflict resolution and conducting formal investigations
Extensive knowledge of Roadway Worker Protection, overall safety processes and practices, track geometry, wheel/rail dynamics, track buckling countermeasures, NORAC/General Code Operating Rules; Amtrak MW 1000 manual, Hazard Communication (Right to Know) and personal protective equipment
PREFERRED WORK EXPERIENCE:
M.S. degree in Engineering.
Professional Engineer’s License.
COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent written and oral communication skills
