SUMMARY OF DUTIES: The Northeast Corridor Commission was created by Congress in 2008 and has been hosted by Amtrak since 2011. The NEC Commission is seeking a highly-motivated candidate to join our growing team of hard-working and enthusiastic transportation professionals. This position will be responsible for supporting activities related to the Northeast Corridor (NEC) Cost Allocation Model—an annual process that allocates over $1 billion in annual operating and capital costs among the nine passenger railroads that operate on the NEC rail line. The Cost Allocation Model was adopted by the NEC Commission in September 2015 and is described in the NEC Commuter and Intercity Rail Cost Allocation Policy. Specific responsibilities will include collecting and managing financial and operations data from eleven transportation agencies located across the Northeast from Massachusetts to Virginia, executing the Model’s primary calculations in coordination with external consultants, and performing ongoing analysis to address questions from the Commissions member agencies. This role requires a high degree of technical competency, strong organizational skills, experience in data analytics, and emerging project management skills. Experience working in government, particularly public transportation or passenger rail, is beneficial, but not essential.
This position is intended to be located in Philadelphia, PA. However, there may be flexibility to locate the position in New York, NY or Washington, DC.
ESSENTIAL FUNCTIONS: • Support the Cost Allocation Manager and the Manager of Program Implementation in the annual development of the NEC Cost Allocation Model. • Execute—with the support of external consultants—key steps in the Cost Allocation Model process, including calculating the allocation of operating and capital costs, preparing reports of the model’s results, and performing quality assurance and quality control of work performed by consultants and internal staff. • Collect financial and operations data from eleven transportation agencies, including preparing templates, performing ongoing coordination with external contacts at member agencies, and normalizing data for use by NEC Commission staff. • Identify and implement technical improvements to the Cost Allocation Model process, including improvements to existing data collection templates, Excel files, Access database files, and cloud-based database software. Identify and provide technical guidance and recommendations regarding potential new tools, software, etc. • Manage the storage of large streams of data, including documenting information collected from external sources and ensuring compliance with all data storage and file-naming specifications. • Support the development of responses to ongoing questions from external stakeholders, including organizing the collection of all formal questions related to the model, performing ad hoc analysis of cost data and allocation calculations, developing memos and slideshow presentations related to model questions, and delivering brief presentations to stakeholders.
WORK EXPERIENCE: • At least some years of professional experience. • Ability to analyze medium-sized datasets, including strong working knowledge of Excel, Access, and/or other database programs. Interest in expanding working knowledge of these and other programs as needed to meet evolving project needs. • Ability to solve problems independently, identify potential process improvements, and work collaboratively with staff at all levels • Excellent organization skills, including the ability to organize and store large quantities of files and data • Strong attention to detail • Demonstrated interest in passenger rail transportation and/ or the ability to learn the complexities of the Northeast commuter and intercity rail network. • Bachelors degree in public policy, business, or a related field
COMMUNICATIONS AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills
PREFERRED WORK EXPERIENCE: • Existing familiarity with the complexities of the Northeast commuter and intercity rail network • Experience working in the public sector—primarily government and/ or public transportation sectors
