This position is responsible to manage the operation of the Power Control Center in accordance with Metro-North Railroad Power Department standards. In addition, the position ensures system reliability and compliance with safety to continue providing a safe environment for our employees and customers, consistent with corporate goals.
Provide leadership and manage the 24/7 operation of the Harlem and Hudson (H&H) and the New Haven (NH) Power Control desks. This includes direct supervision of the H&H and NH Chief Power Directors, who are responsible for the operation of the electric traction power system, transmission system networks and electric power supply networks.
Report directly to the Assistant Chief Engineer of Power Operation to ensure compliance with Power Department policies and procedures for electrical safety including Class A Protection and De-energizing Lines and Equipment.
Perform audits of all associated reports and logs, including Power Director Operating Order (MP-85) forms.
Develop scheduling procedures and protocols to be used for organizing Power Department maintenance activities and critical utility feeder outages. Communicate with management and field forces on work schedules and outages. Interface with design office to update and maintain system prints and plate books.
Coordinate modifications to the power department SCADA system database with the management of the C&S Department. Research, evaluate and introduce innovations in work methods and equipment.
Work with Human Resources to fill vacancies in the Power Control Office. Coordinate with Training Department to ensure that Assistant Power Directors are completing their training on schedule. Responsible, along with the Chief Power Directors for evaluation and training of current Power Directors and Assistant Power Directors.
Familiarity with remotely controlled traction power systems including the role of the system operator.
Knowledge of the SCADA systems and Lockout/Tagout (LOTO) procedures as they pertain to the de-energizing of high voltage lines and equipment.
Competent understanding of basic electrical codes, OSHA standards, and utility practices.
Strong interpersonal skills with the ability to interact with internal/external customers, with all levels of non-agreement and agreement staff and to coordinate multiple departments for task completion.
Project management skills to develop project scope, progress, schedules, and budget.
Strong verbal presentation and written communication skills.
Strong analytical skills with the ability to resolve complex technical issues.
Strong motivation and self-starter.
Strong knowledge of Microsoft Office Suite and/or comparable PC applications. .
Must be able to work in a high-profile/high-pressure environment.
Must be available 24 hours a day/7 days a week as required.
Must have valid driver's license.
Must be able to implement and participate in Metro-North Railroad’s Safety Program.
Bachelor’s Degree in Engineering and/or related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.
Minimum of eight (8) years of experience in an electrified commuter railroad transportation environment and/or utility. Related experience will be considered.
Minimum of five (5) years of experience managing projects and/or a diverse union workforce.
Knowledge of the collective bargaining process as it relates to discipline.
Knowledge of Metro-North Railroad's policies, procedures, accounting, budget and payroll processes.
Knowledge of Metro-North Railroad's safety program.
This is a safety sensitive position and subject to toxicological testing.

Agreement Employees applying for a position outside of their present craft are required to have worked in your current union for at least one (1) year preceding the Application Deadline to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, including on-the-job training or lock-in requirement, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.). If you are transferring to another craft, you may be required to forfeit your seniority in your present union. Non-agreement employees must have worked in your current position for a minimum of one (1) year preceding the Application Deadline. Along with a background investigation (including but not limited to, employment, education, and criminal history), employees are also subject to an internal investigation, which includes an evaluation not limited to discipline records and performance assessments.
