SUMMARY OF DUTIES Overall responsibility and oversight for directing Engineering Department resources in all construction, inspection and maintenance activities within Amtrak owned and/or maintained right-of-way including track, bridges, buildings, signals and communications, and equipment to provide continued safe and reliable operation of inter-city passenger and freight trains over the Division. Supports the Amtrak business plan on a regional level. Directs engineering matters with federal and state agencies, other railroads, engineering contractors, bargaining units and professional, industry and trade organizations. Responsible for all fixed facilities and related appurtenances of Amtrak owned property and property owned by other railroads and maintained by Amtrak within the Division for all train operations and integration of project related work. Ensures that maintenance programs and standards are uniformly implemented and controlled across the Division. Develops and implements practices, procedures and inspections for engineering maintenance work. Oversees all aspects of inspection and maintenance reports required by Amtrak and the FRA. Ensures all aspects of the physical plant meet and are in compliance with current Amtrak and FRA requirements. Develops an updated condition of the infrastructure in areas of operation that are Amtrak owned.
ESSENTIAL FUNCTIONS: Provides leadership, guidance and direction to the Division employees and oversees the development and implementation of Division Safety Plans with specific goals and objectives to reduce injuries. Oversees the planning and implementation of maintenance programs and practices for all disciplines, and ensures the coordination of maintenance and construction projects with other departments and agencies. Oversees and directs operating resource allocation including staffing, financial accountability, material and equipment purchasing and asset management. Oversees the procurement and proper installation of materials, monitors work performance on the right-of-way and recommends use of new materials and technical procedures to effect improvements. Builds and maintains relationships with freight carriers. Oversees audits and inspections to ensure compliance with Amtrak, Federal, State and local requirements including reporting and follow-up, and ensures that inspections are documented properly and available for FRA review. Oversees the Division’s initiative for improvement in quality assurance and quality control procedures used during construction, inspection and maintenance. Oversees development and monitoring of Engineering's operating budget.
WORK EXPERIENCE: • Must have extensive experience managing large, diverse and geographically dispersed groups of individuals. • Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions. • Extensive understanding of business operations and the impact departmental actions have on the Corporation
• Extensive experience in senior management, project management and inventory management; technical supervision; planning, organizing and scheduling; budget and financial control; contracts management; field production methods; agency coordination and railroad maintenance, constructions methods, operations and procedures. • Extensive experience and working knowledge of the track system, structures, communications, signals, electric traction, and track usage procedures • Extensive skills in advanced leadership and management with the ability to motivate others; effective writing/presentation and interpersonal communications skills; time management; conflict resolution and conducting formal investigations • Extensive knowledge of Roadway Worker Protection; NORAC/General Code Operating Rules; MW 1000, AMT 2, AMT 23, AMT 27 Hazard Communication (Right to Know) and personal protective equipment • Ability to be on call 24/7 • Prior satisfactory job performance is required • Assists in organizing, developing and presenting programs to ensure Amtrak’s supervisory staff are familiar with, understand and implement measures and programs to increase productivity and/or comply with policy and standard during the course of their regular duties • Demonstrated experience of effectively communicating orally and written within and outside of the organization • Demonstrated skills using Microsoft Office
PREFERRED WORK EXPERIENCE: • Above plus Extensive experience in the railroad industry • Demonstrated experience in project management, administration, planning and scheduling and contract and labor agreements management • Demonstrated experience in using Amtrak’s business, operations and financial systems
PREFERRED EDUCATION: BS in Business Administration, Engineering or a related field
COMMUNICATION AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills
